Chandra Bhatnagar is staff attorney with the American Civil Liberty Union’s Human Rights Program. He’s also the principle author of “The Persistence of Racial and Ethnic Profiling in the United States,” a report recently submitted to the United Nations Committee on the Elimination of Racial Discrimination.
